NEW DELHI: CBI is learnt to be probing inward remittances made by at least four foreign entities to an activist in Arunachal Pradesh in violation of the FCRA provisions.According to an FIR filed by the agency in Aug, the entities are based in the Philippines, Ireland and the UK, and CBI is likely to seek details from them regarding these transactions, sources said. It is also being investigated whether more such individuals received funds from these organisations. One of the foreign NGOs which allegedly made the transfer has been identified in the FIR as Asia Indigenous Peoples Network on Extractive Industries and Energy. Registered in Philippines’ Baguio City as a non-profit, it claims to be a regional platform for solidarity and support for indigenous communities affected by “state and corporate-sponsored extractive and energy projects implemented in their territories”.

Other entities mentioned by CBI are Front Line, headquartered in Dublin, Indigenous Peoples Rights International, Philippines, and Business and Human Rights Resource Center, London. The agency has alleged that an analysis of bank account transactions revealed the activist had received Rs 20.9 lakh in the form of forex transactions. The purpose of the receipt of funds was allegedly undisclosed and the received funds were predominantly spent through UPI transactions. “Such foreign funds are being utilised to organise and sustain anti-dam protests in Arunachal Pradesh against the Siang Upper Multipurpose Project and Dibang Multipurpose Hydropower Project, thereby adversely affecting economic and strategic interests of the country,” the FIR said.
