NEW DELHI: The Centre has widened the pool of people who can be appointed as Census enumerators, allowing teachers from private educational institutions, government employees and clerical staff to take up the duties under amended rules notified on Friday. The ministry of home affairs (MHA) notified the Census (Amendment) Rules, 2026, under Section 18(1) of the Census Act, 1948. The changes amend the Census Rules, 1990, which lay down the categories of people eligible to carry out enumeration work.Under the amended rules, teachers working in educational institutions run by the government, local authorities, aided or unaided private bodies, societies and trusts can be appointed as enumerators. The eligibility list also covers clerks and other officials working for the Central and state governments, local authorities and various establishments. The changes broaden the range of people who can be assigned Census duties beyond the categories specified under the earlier rules. The amended rules also give state governments and Union Territory (UT) administrations the option to appoint any other person they consider suitable for the work. The amendment replaces the existing entries against serial number 5 in the table under Rule 3 of the Census Rules, 1990, to specify the categories of people eligible for appointment as enumerators. The rules came into force immediately after their publication in the Official Gazette. The notification was issued by Mrityunjay Kumar Narayan, Registrar General of India and Census Commissioner, under the ministry of home affairs. The Census Rules were first published in the Gazette of India on December 31, 1990. They have since been amended through notifications issued in 1994, 2009, 2018 and 2022.
