NEW DELHI: India’s concerns over the continuing threat of Pakistan-sponsored terrorism found prominent mention in the Brics Declaration, with the grouping condemning the Pahalgam attack.“We reaffirm our commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing and self financing,” said the New Delhi Declaration; a formulation that reflected India’s consistent stand on the threat it has faced from terrorist groups based in Pakistan, which Pakistan has reared and funded as part of its proxy war against India.“We express strong condemnation of any acts of terrorism as criminal and unjustifiable regardless of their motivation, whenever, wherever and by whomsoever committed. We condemn in the strongest terms the terrorist attack in J&K on 22 April, 2025, during which 26 people were killed and many more injured,” the declaration further said.The unanimous declaration also echoed India’s charge that leading powers, particularly China, have been selective in their stand against terrorism.

“We urge to ensure zero tolerance for terrorism and reject double standards in countering terrorism. We emphasise the primary responsibility of States in combating terrorism and that global efforts to prevent and counter terrorist threats must fully comply with their obligations under international law,” said the declaration.This mirrored the protests that India has regularly registered against China using its formidable clout in international fora on multiple occasions to save Pakistan from being cornered on its notorious track record as a sponsor and harbourer of terrorism.The declaration also emphasised that terrorism should not be associated with any “religion, nationality, civilisation or ethnic group”.
